In a notice posted on the Internet and sent to public employees, the agency said it has obtained resources to pay the next check to the bulk of its staff. They will not be paid for the time they have worked since the beginning of the shutdown in December until the situation is resolved, according to the notice signed by William Todd, undersecretary of State for administrative matters.

The source of the money was unknown at the moment, but the department said it would take advantage of “existing resources, as well as other available fiscal powers to transfer current balances to resume payroll financing.”

Salaries will not be guaranteed after the next payment period, which ends on February 14, if the government’s closure has not ended by then, the agency said. However, he said he could “review his available balances and legal powers to see if there could be other flexibilities available.”
