Florida begins Wednesday with a major health-policy dispute still unresolved, the aftermath of two historic executions and a seven-figure intervention in one of the state’s most crowded Republican congressional primaries.

KidCare Expansion Remains Stalled After Court Ruling
A Leon County judge has refused to immediately order Florida officials to implement a 2023 expansion of Florida KidCare that could extend subsidized health coverage to tens of thousands of additional children.
Circuit Judge Joshua Hawkes ruled that the families challenging the state must first pursue their claims through Florida’s administrative hearing process. The ruling does not invalidate the expansion or settle the underlying disagreement. It concludes that the families used the wrong legal procedure to seek immediate relief in circuit court.

The expansion was supposed to take effect Jan. 1, 2024, but it remains unimplemented. Recent court filings cited by health-care advocates estimate that as many as 68,000 uninsured children now live in households within the expansion’s income range.
The delay centers on a dispute over the federal requirement that children receive 12 months of continuous coverage after enrolling in Medicaid or the Children’s Health Insurance Program. Florida maintains that the federal conditions interfere with its premium structure, while advocates argue that federal approval has already been granted.
For families above the existing subsidized eligibility limit, the practical outcome is another delay while administrative proceedings, appeals or further legislative action remain possible.
Ladapo Issues Guidance on Psychiatric Medication for Children
The court decision arrives as Florida officials are also entering another debate over children’s health care.
Surgeon General Joseph Ladapo issued guidance recommending comprehensive evaluations, psychotherapy and non-drug interventions before psychotropic medications are considered for children with conditions such as depression, anxiety or attention-deficit disorders.
As The Florida Pundit reported in its examination of the guidance, the recommendation is advisory. It does not prohibit doctors from prescribing medication or change Florida law.
The guidance also cautions families against abruptly stopping a child’s existing medication and acknowledges that treatment decisions must consider the risks associated with each drug and patient.
Florida Completes First Same-Day Double Execution Since 1964
Florida executed James Aren Duckett and Dominick Anthony Occhicone several hours apart Tuesday, completing the state’s first same-day double execution in 62 years.
Duckett, 68, was pronounced dead at 1:19 p.m. at Florida State Prison. Occhicone was executed later Tuesday evening, becoming, at 80, the oldest person put to death in Florida history.
The two men became the 11th and 12th people executed by Florida during 2026. The state had not carried out two executions on the same day since May 12, 1964.
The completed executions also marked the first same-day double execution by any state since Arkansas executed two prisoners in 2017.
Club for Growth Opens $1.1 Million Attack on Chris Collins
A powerful conservative political organization is making a seven-figure attempt to shape the Republican primary in Florida’s open 19th Congressional District.
Club for Growth Action announced a reported $1.1 million advertising campaign against former New York Rep. Chris Collins. The “Anybody but Chris” effort is expected to run on broadcast television, Fox News, satellite and streaming platforms during the final three weeks before the Aug. 18 primary.
Collins has largely financed his campaign himself, reporting approximately $2.61 million in receipts through June 30. More than $2.6 million came from candidate loans.
The Southwest Florida seat is open because Rep. Byron Donalds is running for governor. The Republican field also includes several candidates with political experience outside Florida, helping turn the race into a test of whether national money and opposition advertising can reshape a crowded primary.
FWC Driver-Database Searches Draw Scrutiny
The Florida Fish and Wildlife Conservation Commission continues to face questions about agency personnel accessing restricted driver information involving environmental activists and other critics of the agency.
Records show searches involving information contained in Florida’s Driver and Vehicle Information Database, including addresses, vehicle records, photographs and signatures.
FWC says the searches were conducted for legitimate public-safety purposes amid threats directed at agency personnel and commissioners. The available records do not establish that the searches were unlawful, but they do not publicly explain the factual basis or authorization for each inquiry.
That leaves an important accountability question: Were the searches tied to identifiable threats and investigations, or did protected criticism of agency policy contribute to individuals receiving law-enforcement scrutiny?

DeSantis Reports $300 Million in Sales From U.K. Mission
Gov. Ron DeSantis’ office says Florida companies generated more than $300 million in initial direct sales during a business-development mission to the United Kingdom.
The July 20–24 trip included the Farnborough International Airshow and meetings in London, Scotland and Northern Ireland. According to the governor’s office, the mission produced agreements involving aerospace, transportation, financial services and higher education.
The administration also announced a planned Relativity Space expansion on Florida’s Space Coast, an agreement between Space Florida and the United Kingdom Space Agency, and additional seasonal British Airways flights between Orlando and London.
The $300 million figure comes from initial reports submitted by SelectFlorida companies exhibiting at Farnborough and has not yet been accompanied by a company-by-company accounting.
What to Watch Wednesday
Amendment 3 hearing: A Leon County judge is expected to examine whether the ballot language for Florida’s proposed property-tax amendment is neutral or improperly advocates for passage. The Florida Pundit previously outlined the Amendment 3 ballot-language challenge.
